1) When you configure your IMAP mailbox using the first run wizard and finish it, the Evolution window appears. In it, "On This Computer" is expanded, while you probably will never use the things written down there, and your IMAP mailbox is neither selected nor expanded by default.

2) When you configure IMAP, Evolution should save drafts in the Drafts folder on the IMAP server automatically, it should save sent mails in the Sent folder automatically and should save deleted mails to the Trash folder automatically.

These seem like two separate bugs.  The first represents a UI improvement: you want to see your email account by default, not "on this computer".  The second represents a functionality change to make new IMAP accounts work better by default.

Given that the subject of your bug report describes the first problem only, I've filed the separate bug 588605.
