Usage of districts

Sometimes libgweather lists districts, e.g.: msgid "Kalkum" (part of the city Düsseldorf) msgid "Katterbach" (Ansbach) msgid "Lager Lechfeld" (belongs to Graben and Untermeitingen) msgid "Ulstrupfeld" (Glücksburg) I doubt that anybody will look for (small) districts, but rather for the large city it's part of. If there are multiple weather stations next to a city, the city should be included too. I don't know which of the following would be the best way: Düsseldorf-Kalkum Kalkum, Düsseldorf Kalkum (Düsseldorf) If we have full text search I guess either is fine.
We shouldn't be listing districts, just cities. The location database we're using to find city names based on weather station coordinates sometimes doesn't distinguish districts from cities though, so the data ends up wrong. So, eg, "Kalkum" should just become "Düsseldorf". There's no need to mention Kalkum at all. I think there's already another libgweather bug about cities in germany, but bugzilla is timing out on me when I try to search for it.
Yes, if the city is not mentionend, then the msgid should change from the district to the city. I thought there were cases where there are both entries for the city and the district, but you're right. The bug you mentioned is 549059.
