Wrong time format in mail window on non-English locale

Please describe the problem: On non-English locale, time format of "Date" column in mailer display windows isn't in non-English 24-hours. Steps to reproduce: 1. On Solaris, launch evoluion on locale fr_CH.UTF-8 2. For today email, the time format displayed in the mailer windows is AM/PM instead of the non-english format 24-hours. Actual results: time format is AM/PM. Expected results: time format is in non-English 24-hours Does this happen every time? Yes. Other information:

Bumping version to a stable release.
Time format from a draft appeared correctly until we close it !? When we create an email at 9:00 AM the format is correctly displayed. But if we force to change the time to 9:00 PM, the format of a new email is incorrect.
