Please describe the problem:
GNumeric can't open .xls files with Russian names on russian Operating Systems like Windows XP.
At the same time GNumeric successfully opening same files by command Open in Main Menu.

When I try to "Open With ..." or to opening associated with GNumeric .xls files with Russian names the one (GNumeric) show me small window with "Stop" sign (white rectangle on red round) and put in it path to file and phrase "No such file or directory". When I close this small window GNumeric continue to work with empty document.

Very sorry for BAD ENGLISH :)

Steps to reproduce:
1. Create any .xls file with name in Russian encoding in russian operating system
2. In OS Explorer right click on this file
3. Choose "Open With ..."
4. Select "GNumeric"
5. Enjoy!

Which "russian operating system" are you using?

I use the Windows XP Professional Service Pack 2. This problem is also
have been disclosed on Windows Server 2003 (Russian Version).

I wrote "russian operating system" because I have not test GNumeric on
non russian operating systems.

I think also that this problem arises because Gnumeric on opening files uses encoding that differs from encoding file system that used by Operating System.

On files with paths on English language this problem not arise (On differs encodings english chars not changes). Problem exists only if the path to file have russian chars.

So as far as we know this is a MS Windows only problem.
