Emblems flicker when counting up in properties window

This is extracted from bug 46230, where it was commingling with another bug, probably illicitly. Says Eskil: 1) The properties window is doing the counting 2) switch to tab "Emblems" 3) the scrollbar and icons flicker I haven't had a chance to observe this yet myself. It happens in the Permissions pane too. The flicker is right where the "contents" field is, except that the "contents" field isn't visible because it's in another pane of the GtkNotebook object. This seems like it has to be a bug in GtkNotebook, that updating a widget in a non-visible pane causes redrawing in the visible pane. I don't really know what to do with this bug, so I'll just give it a big time estimate. Changing to "old" target milestone for all bugs laying around with no milestone set.
I think this isn't a bug anymore what with GTK2 being double-buffered.
