Icons for Reply/Forward buttons should change in right-to-left locales

In right-to-left locales, the direction of the arrows in the Forward/Reply buttons should be flipped horizontally. I'll attach a screenshot.

Doesn't an issue like this depend on icon-naming-utils and a proper set of stock icons? First, we need stock icons for RTL locales, then we can use them. :)
well, confirming - no idea about the procedure here though. :-)

Reassigning this to gnome-icon-theme, but I don't know if they distinguish between LTR and RTL locales.
Can you explain me the logic about what needs to be flipped in ltr locales or point me to some doc please?
