A good feature in Windows is the ability to change the number of lines the mouse
wheel scrolls. I haven't found a way to control this.

Generally speaking, the control center simply exposes platform/toolkit settings to the user. For us to add this setting, someone needs to implement it first (presumably in the GTK+ toolkit, but maybe in X, too, not sure).

Each application can already do that themselves (it's the "page" size), and I'm not sure it actually means anything nowadays, when a "line" has variable height.
