Add preference page for defining keyboard shortcuts including mouse actions.

For example CinemaPlayer (Windows video player which I use to used) allow 
switching between fullscreen and windowed mode by double click inside movie 
window.

I won't be adding preferences for the keyboard or mouse shortcuts, but the double-click feature has already been asked for in this other bug.
