The session_crashed.xml file should be useful not only after crash, but also if you happen to close the browser window by mistake.
I suggest that instead of removing the session_crashed.xml file completely on program exit, move it to a stack of 1 or 2 obsolete session files (like in /var/log). So that if you closed the browser window by mistake, you go and look in the epiphany directory and find a session_crashed.xml.1 file, which you could either review or rename to session_crashed.xml.
There shouldn't be any privacy considerations since this information is already available in the History log.
Maybe it could be smart though to rename this file to "current_open_pages" something.
