1. open an image with eog and switch to fullscreen mode (F11)

press '-':  image will zoom out
press '+': nothing happens
press '=': nothing happens
press 'ctrl {=,+}': nothing happens

also note that when not in fullscreen mode '-' will zoom out but '=' or '+' will
do nothing. they only work in conjunction with ctrl

Confirming this.
Even more so - no keyboard shortcuts work in fullscreen. Which makes this bug
and bug 165598 basically the same.

So I will mark this a duplicate of that bug. Please add any additional info you
might find there.
