I dont always have the choice of what Operating System I have to use but I would
like to be able to choose to use the same Gnome/Gtk software irrespective of
what platform is running underneath.  

the gimp doesn't currently include a thumbnail browser (and guash doesn't look
like making a comeback) and both the gimp and inkscape have a lot of resource
files like patterens and gradients to keep of and it would be very useful to
have an cross platform Gtk based thumbnail browser that could be nicely
integrated with them.  

I understand this is not likely to be a priority but I hope you can keep
portability in mind as a long term goal and stear away from hard dependencies
that might make gthumb less portable (and I think somebody is inevitably going
ask so I may as well ask sooner rather that later).  

This request is blocked by bug 171601 which requests moving away from deprecated
GnomeApp APIs.

Hmm... seems sort of unlikely.

Bug 171601 is probably the easy part. A cross-platform help/docs system and a cross-platform printing system would also be needed...

The Yelp developers have made it clear on previous occasions that they have little or no intention of porting and developers should use help systems specific to whatever system they are on.  
There are crude but effective solutions for cross platform help such as generating PDF files or HTML, something people want to do anyway if http://library.gnome.org ever happens.  Maybe someday we could use PDF+Evince (he says optimistically :)

GtkPrint will hopefully address the issues of cross platform printing, but I rarely use printing at all so it wouldn't be high priority for me.  

A big part of what I want is to have a half decent SVG enabled (librsvg) thumbnail browser on windows so that Inkscape can recommend it to our windows users rather than non-free software with no understanding of SVG.  (GQview does have a Windows port but it was only an early beta, last I checked SVG support hadn't been enabled.)

GnomeApp is gone (bug 171601).
gtk printing is coming (bug 362854)...
