Insert: Rule dialog - To open, choose File > New > Mail Message, then 
choose Insert > Rule.

1. s/Insert: Rule/Insert Rule    (In titlebar)
2. s/Length/Width    
3. In the units drop-down list, shouldn't Points be Pixels?
4. s/Thickness/Size or s/Thickness/Height  
5. s/Alignment/Alignment:
6. s/Shaded/Shade

3rd string: fixed, this is now "px".
seems to be in gtkhtml/components/html-editor/gtkhtml-editor-properties.glade
