Currently to access the gtkhtml settings, one must select "Properties" from
the Edit menu. This is blatantly inconsistent with the rest of Evolution.

With the birth of the config dialog, all other Evolution components have
implemented a Tools menu, which contains an item called "Configure", (which
I would like to change to "Settings", but that is the subject of another
bug.) The point is that the composer needs such a menu too. 

FWIW, the Pilot settings are launchable from the Tools menus in all of the
components. Ideally the composer's Tools menu will have this too (it has
the added benefit of giving this menu more than one item).

It seems to me that the right thing to do here is open the evolution
settings dialog onto the composer tab from Tools->Preferences and
remove the Edit->Properties item completely.  But looking over the
other menu items it seems like some of them might fit well in tools. 
Is there an easy way to determine what items should live where?
