Steps to reproduce:
0) open 2 ephy windows
1) switch window 1 into fs mode
2) switch to window 2
3) Edit->Toolbars
4) bring window 1 to foreground
5) bring toolbar editor to foreground
6) drag an element from the editor to the fullscreen   window's toolbar

Expected results:
Nothing.

Actual result:
Toolbar accepts the drag and adds the element to itself.

We need a new flag to mark an EggToolbarsModel as non-editable. I'll do this after the latest pending toolbar patch is accepted.

This is no longer possible (won't) with Epiphany 3.4
