Long window titles, such as those from web browsers that take the current
page's title, or applications that include some status information in the
title, are unavoidable. However, it is not neccesary that all such titles
receive complete treatment. Currently, the gnome-panel only considers
clipping the text of the title if displaying it in its entirety would
require a larger panel then the screen can host. This works fine in panels
where the 'expand' option is used. However, in cases where that option is
disabled, it is the user's intention to not allow the panel to grow to that
size. In such a case, it is important that a 'maximum' size setting, like
that which was available in 1.4->2.2, be honored. Whether this is an
implicit reasonable limit on the width of the window list's columns, or a
preference, is less important then making sure unexpanded panels behave
like unexpanded panels.
