Description:
Description of Problem: the main panel (the main panel at the top of the
screen) is always on the top. I can't bring a window sliding under this
panel, the panel blocks it.
this is very very useless. I think the window must go under the panel!


Steps to reproduce the problem:
1. bring a windows (I use only metacity)
2. drag it under the panel (if you can!! :)

Actual Results:


Expected Results:
I think I must decide if the panel must be always on the top or not!!

How often does this happen?
always :)

also there's a bug or six with discussion of the keep-titlebars-onscreen 
constraint.

Anyway, already discussed to death. There's another open bug about 
changing it slightly so you can move a window offscreen with alt+click 
I think. could dup this one on that.
