OS X has a cool "caution tape" frame around warning dialogs. 
We could extend the theme format to enable that feature.

perhaps when windows set an Urgency hint?  Otherwise requires EWMH
augmentation to add a warning _NET_WM_STATE.

I don't think the urgency hint is correct here. WE don't want to flash
these in the window list or anything. 

We want alert windows to not have titles or window border buttons,
although apps should set a title for screen readers etc.

havoc by the way this should be generalized to all types of alerts,
not just warnings. This applies to information alerts, message
dialogs. etc.

bugzilla.gnome.org is being replaced by gitlab.gnome.org. We are closing all
old feature requests in Bugzilla which have not seen updates for many years.
