Special frame style for warning dialogs

OS X has a cool "caution tape" frame around warning dialogs. We could extend the theme format to enable that feature.
perhaps when windows set an Urgency hint? Otherwise requires EWMH augmentation to add a warning _NET_WM_STATE. Marking low for now.

I don't think the urgency hint is correct here. WE don't want to flash these in the window list or anything. We want alert windows to not have titles or window border buttons, although apps should set a title for screen readers etc. see http://developer.gnome.org/projects/gup/hig/1.0/windows.html#alert-windows Havoc is this the right bug for this request?
havoc by the way this should be generalized to all types of alerts, not just warnings. This applies to information alerts, message dialogs. etc.
