[ui-review] Mouse preferences UI issues

Mouse Preferences - Test image is pretty ugly - Help text removal from the dialog - If not it should read "Left-handed mouse mode swaps the functions of the left and right mouse buttons." - s/Delay/Timeout - HIG Frame stuff
The check box text should be changed to the following: "Highlight the pointer when you press Ctrl"

Looks great... tiny wording suggestion, in the accessibility apps and capplets we've been using this wording/presentation: <i><small><b>Note: </b>Changes to this setting will not take effect until you next log in.</small></i> Might be nice if we did the same here, for consistency.
