Mouse Preferences
- Test image is pretty ugly
- Help text removal from the dialog
- If not it should read "Left-handed mouse mode swaps the functions of the
left and right mouse buttons."
- s/Delay/Timeout
- HIG Frame stuff

I attached a patch to address the following issues...

Looks great... tiny wording suggestion, in the accessibility apps and
capplets we've been using this wording/presentation:

<i><small><b>Note: </b>Changes to this setting will not take effect
until you next log in.</small></i>

Might be nice if we did the same here, for consistency.
