In Nautilus 2.1.0, thumbnails are still generated and displayed
when I select 'never' in the performance preferences. 
The minimum size is also ignored.

Yeah this is a side effect of moving thumbnailing into libgnomeui.
This should be fixed by gnome 2.2.

Adding the TARGET2.2.0 keyword; this is a regression with new code and
needs to be fixed.
