People find it confusing when the sawfish control panels don't work if
sawfish is not running, for example
https://bugzilla.redhat.com/bugzilla/show_bug.cgi?id=74784

In practice it's pretty hard to make the menus not show these control panels, 
so there should be an explanatory dialog or the like perhaps.

Fixed in the git HEAD. Will be included in 1.7.0. Closing.
