According to https://bugzilla.redhat.com/bugzilla/show_bug.cgi?id=72018
the infinite-respawn-disable code that I'm pretty sure used to be in
gnome-session is not working. If you have a crashing app it will just keep
trying to run it forever.

I tested it out with a deliberate segv in the panel and it respawned
about 10 times and then stopped ... Are you sure its not working for you ?
