I use News.CIS.DFN.DE for usenet.

Pan allways generates an own message-id whether I select the option in the 
Server - news preferences or not.

Pan needs to generate a message-id, at least for local
use, so that it wil have a unique key to refer to the
message being posted.

What the "don't generate message-id" button should do
in reality is to not pass that message-id along to
the news server.

So we might want an X-Pan-Internal-No-Message-Id
header that is parsed out in task-post.c's
build_nntp_message()
