I sent this email to desktop-devel today, but just to make sure this idea
doesn't escape into obscurity I'll post it in bugzilla too. Not really sure
which component this should go into, so putting it in general. Louie if
there is somewhere better to put it please feel free to move as needed.

Tigert had mentioned the idea of theme authors being able to distribute
themeballs on nautilus-list awhile ago. These would be tar.gz packages
that includes themes for a bunch of different stuff that compliment each
other well. These aren't quite metathemes in that the user is still free
to pick and choose for the individual component. So here's a proposal. 

themes should be distributed as such 

themename/gtk
         /gtk2
         /sawfish
         /metacity
         /gnome-cd
         /icons (assuming nautilus switches to using the icons standard)
         /spinners (so all apps can share the available spinners/throbbers)

Perhaps we could extend this idea to even include kde themes (maybe make
this a standard way of distributing themes). Obviously theme authors
could limit themes to only include certain components(gtk, metacity, etc.)
 since users can still mix and match themes.

Themes should be stored globally in /usr/share/themes (distro depedent i
guess, but I'm basing this on redhat), or per user in the ~/.themes
directory. (this is basically how gtk themes are currently distributed).

If this is done then adding a directory under /usr/local/ (e.g.
/usr/local/share/themes) to the above suggestions would also be a good
idea I think.
