When I forward an article via mail, Pan doesn't add any Content-Encoding
headers to the mail.  This means, that the mail MUST be 7bit clean. 
However, when the mail contains "high-bit" characters like ¤äöü, this isn't
the case.

That's a major bug, because it destroys messages.

Using the Mandrake RPM pan-0.11.94-2mdk on MandrakeLinux Cooker.

Fixed for 0.12.1 and merged to HEAD.
