If you turn off `use system background' and set your
background color to something new for the article pane,
then exit and restart Pan, Pan appears to be using the
system background rather than the user-specified preference.

The correct background preference color is displayed in the
prefs dialog, so the color is being saved/retrieved properly
in pan-config.  It's probably just not being applied when the
text widget is created.
