In the above bug, the reporter was not able to find the Latin American Spanish keyboard layouts in the "Add an Input Source" dialog because they appear in the English section.  I would have expected them to appear in the Other section or under a Spanish section instead.

If I'm reading the code correctly, this appears to be because he is using an en_US locale.  The region panel creates an English section because of the en_US locale, and since the Latin American layouts are marked in evdev.xml as being used in the US, they are added to the English section and are not added to the Other section.

GNOME is going to shut down bugzilla.gnome.org in favor of gitlab.gnome.org.
As part of that, we are mass-closing older open tickets in bugzilla.gnome.org
which have not seen updates for a longer time (resources are unfortunately
quite limited so not every ticket can get handled).
