Implement a start page specific for GTK+/GNOME.

When starting Devhelp, instead of having initially an empty/white page, show a start page with links and short descriptions for the main GTK+/GNOME libraries.

To have a list of libraries to include, see for example:
https://developer.gnome.org/platform-overview/unstable/tech.html.en

I think this start page should be optional, because Devhelp can be used for other purposes than GTK+/GNOME development (it is possible to write Devhelp index files for totally different development platforms).

For another idea (that I don't really like), see bug #696574.

Implementing the start page would work better if the latest docs can be downloaded from the internet, see bug #761284.
