I'm using Epiphany from master on Arch Linux (gnome 3.22) and the search provider does not appear.
It works with Epiphany 3.22, though.

Is this a known issue?

Nope.

But I believe it, we've made a bunch of code changes and it's not surprising that something could have broken the search provider. The question is what. Is there any chance you see any crashes in coredumpctl?
