Privacy page: description text isn't great

The description text on the privacy page is rather blunt and unfriendly: "Privacy controls can be changed at any time from Settings." It is also a bit unclear, since it isn't obvious what "Settings" is. But more than that, the placement is wrong. A generic description at the top should frame the content below - the current text doesn't do that. And really, framing isn't really needed in this case anyway: the page already contains quite a lot of text, which explains each of the controls. I can see two options for fixing the bug: 1. Remove the text altogether. 2. Move the text to the bottom (like in the online accounts step) and make it grey. If we take this option, it would also be good to change the label to "Privacy settings can be changed at any time from the Settings application."
