When run as a VM from GNOME Continuous, the initial setup window is always maximized for me. There are also some poor page layouts (see attached collection of screenshots), with large amounts of blank space, lists that are shorter than they are normally (such as the language list), or big gaps (like in the time zone page).

We consider screens with height < 800 to be 'small', and maximize. Looking at the Xorg logs, it seems we are starting out with a screen resolution of 1024x768 when running the continuous image in boxes.

I don't think we revisit the maximization choice later when the screen size changes. Maybe we should.
