The initial list of input methods is supposed to include the most popular input methods, in order to reduce the amount of work for users. Right now, it's doing the opposite.

What I see in 3.18:

Cameroon Multilingual (Dvorak)
Cameroon Multilingual (querty)
English (Cameroon)
English (Canada)
English (Colemak)
English (UK)

This is unhelpful, and means that users will pretty much always have to dig down to find the input method they want.

The initial shortlist of input methods shown in the control center's add input source dialog is really good. We should probably just use that.

The latter is now probably called "Input Sources" under "Regio & Language".
