Utility Windows should/could have Help buttons

Currently, Help buttons are not allowed in Utility Windows. I think, this should be changed and even be recommended. Actually that is what Seth had decided on: Instant apply pages should have a "Close button" on the right, and an option "Help" button on the left.

To update this: Actually the property window, the preferences window and general dialogs should be allowed to have Help buttons. Maybe this should even be recommended.
So, your patch is wrong? Maybe you should update it to take account of your last comment?
Well, it's not actually wrong. It's just not complete.
Maybe you could make it complete?
I have this done locally and it commit soon after I awake. I've not looked at this for dialogs. Another bug report specifically for dialogs would be good.
I'll look at this again as soon as it is committed and will file a bug report with patch for all window types that could use a Help button as well.
