If I wanted to disable all non-urgent notifications, but allow my chat application to still send me messages, I currently have no way to do that.

Android calls this "Priority":

iOS doesn't have this, but has bypasses built into the system for a couple of system applications:
- Favourite contacts can call
- Repeated calls bypassing the filter

(this will require gnome-shell and gsettings-desktop-schemas changes as well)
