Convertibles: maximize all windows when switched into tablet mode

When a convertible laptop is switched into tablet mode, it would be better if all windows were maximised (and stayed maximised). Unmaximised windows aren't well-suited to touchscreen interaction. Also, if the screen is being switched between portrait and landscape orientation, it is awkward if the windows don't resize to follow (this is particularly noticeable when in the Activities Overview). Ideally, windows would return to their previous size and position when a convertible is returned to laptop mode. Bug 651075 is related, although not entirely the same.
That sounds like a good plan, as a first step. Tablets (running either Android, iOS, Windows 8) all have various levels of support for side-by-side windows. We should look into that as a further enhancement. We'll just need to figure out a way to export that "tablet mode" info. It's not available yet. We can detect whether we're in a tablet right now though: $ hostnamectl | grep -i Chassis Chassis: tablet
GNOME is going to shut down bugzilla.gnome.org in favor of gitlab.gnome.org.
