In the chapter about controls' sensitivity it is said that "if all the
controls in a notebook tab are insensitive, it is propably better to hide
the tab altogether."

I believe a better solution would be that the tab itself is made insensitive.

This is fixed in CVS with the section commented out.
The HIG should mention why a notebook should never have a completely
disabled page. I'll file another bug report for that.
Resolving this as FIXED.
