Allow extensions to add a permanent sidebar entry

Two of the most popular Nautilus extensions are Dropbox and Sparkleshare. For users of these extensions, the Dropbox and Sparkleshare folders are among the most important locations they have, and are as important as the other XDG folders. Allowing these extensions to add a permanent location to the sidebar would be a convenient navigation aid. It would also give them a permanent home in the Nautilus UI. It would also make sense for these extensions to be able to define a context menu for the sidebar entry, and to allow them to update the icon in the sidebar to indicate syncing status. This would mean that these extensions can provide all the UI they need within Nautilus, without having to resort to using status icons.

Prototype implemented as planned, move to 3.20 for the remaining parts.
Removing milestone, this is ongoing with a bigger work with cloud providers.

GNOME is going to shut down bugzilla.gnome.org in favor of gitlab.gnome.org.
