sometimes the 3 "generic" menuitems of an applet popup menu (separator,
remove from panel & remove) are placed above the applet-specific menuitems
rather than under them. This behaviour seems random (can be seen with
gweather-applet and the mount applet).

It is true for almost all applets, except in-proc ones and others,
which do not have these menu items at all (#71155)
