If I open a new Galeon window (including starting Galeon from scratch), I
find that the placement of my toolbars are out of order.

This also happens whenever the bookmarks are refreshed, e.g. after
they've been changed.

So you open galeon, change order, close, reopen, the order is not 
kept ?
I thought this was fixed in 1.1.3, need to verify it again.

Exactly. And yes, I'm running 1.1.3 (upgraded from 1.1.2, if it helps).

I have five toolbars (not counting the menubar): one filled with
smartbookmarks and one folder, one with bookmarklets and a folder, two
with folders only and one with the location bar and navigation
buttions. The one with the smartbookmarks is always on top (where it
is supposed to be), but the others are always scrambled in a seemingly
random manner.

This seem to be reproducable only with a lot of toolbars. It may be a 
gnome issue

FYI: I am seing this bug in galeon 1.3.0, not in 1.2.6 (I like to have
my bookmark toolbar vertically on the left, which works just fine in
1.2.6)

Sorry to sound like a nag, but did you test this with _multiple_
bookmark toolbars? As I have mentioned earlier, I have five toolbars,
four of which are bookmarks toolbars. I keep them all placed at the
top of the Galeon window, in a particular order. I don't think this
has anything to do with toolbars being placed on the left/right/bottom.

If I start Galeon, the toolbars will be at the top of the window (as
they are supposed to be), but their arrangement will be will be out of
order. If I open a new window, the toolbar placement in that new
window will also be scrambled.

This is reproducable 100% of the time on two of my systems, one with
Mandrake 8.2 and the other with Gentoo. I can't seem to find any
problems with my local Galeon settings (I've looked in the config
files and the gconf settings), so I thought this might be a bug. If it
helps, I should add that I keep my tabs on the left side of the window.

Galeon 1.3 use bonobo ui an bonoboui doesnt save toolbar positions.
