Sorry, it is too late to make a change like this for GNOME2 release. I'll leave this open 
so we can consider it in the future if anyone wants to pursue it.

To give a bit more context I have searched around for where my
assumption that file-roller is destined to become the default Gnome
archive manager originally came from. It's here:

Okay, renaming bug and updating various fields. Yeah, this would be
nice for the future. Definitely not 2.0 stuff though.

Okay, closing. File Roller is indeed planned to be a part of the GNOME
desktop in the future...this is not really a bug report as such but
will happen and seems silly to have a bug report for it.
