There is a GNOME Goal for improving the print-to-file support in applications:

Epiphany is on the list of applications "to do". Patch forthcoming.

I tested the patch with Epiphany master in jhbuild. I added what looks like the right code for both WebKit 1 and 2, but I only tested with WebKit 1.
