AM_CONFIG_HEADER no longer works in Automake 1.13 (see [1]), so packages using it won't build with 1.13. AM_CONFIG_HEADER can be replaced with AC_CONFIG_HEADERS (the usage is the same). This applies to at least gst-plugins-base and gst-plugins-good; I'm not sure about other packages.

plugsin-base and plugins-good seem to still have this problem; look at line 27 in

The "GStreamer SDK" is a different project that has nothing to do with upstream GStreamer.

You will have to report that issue with them separately on bugs.freedesktop.org.
