Don't show empty collections

If you open an empty collection, you get a solid grey window with a "No documents found" message. This sounds like an error. An empty collection should look like the normal grid view, with a line at the bottom of the toolbar and a different background color for the content area. It should also use a meaningful message, like "Collection is empty".

Why do we have empty collections?
A Google Documents you have access to may have been modified/deleted by someone but didn't remove the directory, so you have access to the folder but it's empty. An icon should be displayed instead of a grey square.
I think we should not show empty collections. We stopped showing them in gnome-photos.
We could show an empty collection in the "add items to collection" UI, but not in the overview in my opinion.
I am currently seeing a lot of empty collections coming from my ownCloud account - of 47 collections, only 10 have any documents in them. Not very cool.

GNOME is going to shut down bugzilla.gnome.org in favor of gitlab.gnome.org.
