Vector/path editing - keep shapes as floating vectors till Save

It would be nice if text and shapes objects could be considered as individual floating selections (not raster images) throughout the session. Thus it would be possible to easilly revise them during the session regarding size, colors, placement and more - without ruining the background. They would be tied to a certain layer. Every time two objects collide - just compute a z-index value. It wouldn't require much more memory (maybe even less?), but sure it might be a little slower. This is how it looks in the layer window in another program with this feature. Then each object/selection could be dragged from one layer to another. Layer2 |_ shape |_ text2 Layer1 |_ text1 |_ shape

In GIMP-1.3 this is implemented for text. Changing in the title accordingly.

Setting this to depend on the merge bug #557970 and on the 2.8 milestone. We might want to close this as DUPLICATE or OBSOLETE or something when the merge has been done.
