Script-Fu doen't provide any functions for supporting multibyte character.
Therefore some scripts can't handle multibyte character appropriately
and don't work if argument string contains multibyte character.

For example, script-fu-text-circle doesn't support multibyte character. 
it assumes character=byte and splits a string into each _byte_
where it should split a string into each _character_.

Changes at the request of Dave Neary on the developer mailing list.  
I am changing many of the bugzilla reports that have not specified a target
milestone to Future milestone.  Hope that is acceptable.

I can successfully render chinese characters with 1.3.16 (they appear
very dim though but this is probably related to the text tool).
