* p.r shows the wrong glyph.  The test file shows that many of the half-r
ligatures are displayed incorrectly.

* Also, i can't figure out how to type p.r using the inscript xmodmap
layout.    i expect Alt-Shift-3 or Alt-Shift-4 to produce a half-r, but it
just beeps at me or produces hindi numbers.  Maybe this is user error?

* p.e works but p.i doesn't.  In other words, Alt-h + Alt-r gives p.e but
Alt-h + Alt-f is ignored.

* The other vowels seem to work for the combinations i tried.

There is a 0.3 release of pango-fonts on 
ftp://ftp.gtk.org:/pub/gtk/v1.3/extras including:

        * indic/dev-{14,18}.bdf: Patch from Guntupalli Karunakar
        to fix problems with Ra forms.

Please reopen if this doesn't fix the Pango (not keymap)
related problems.
