make collate default to enabled

As noted in bug 671704, the current default of collation disabled is not very user friendly since in most cases users will want multiple copies collated.

The attached patch fixes this.

This problem has been fixed in the development version. The fix will be available in the next major software release. Thank you for your bug report.
