The close button is only shown when the windows are hovered. Touchscreens can't hover. Cursor is hidden when the only pointing device is a touchscreen.

Always show the close buttons (on all windows)?

Until all touch devices have eye trackers, that would be my recommendation ;)

Showing close buttons on all windows is proposed in bug 691083.
