After I accidently tried to save somewhere I did not have permission to,
Gimp did not allow me to try again. Even after selecting a directory I had
permission to write to.

Strange...  I cannot reproduce this.  I tried to save a file as .xcf,
.jpeg and .gif in a directory that is write-protected, and I got two
error boxes ("fopen failed, permission denied" and "save failed") for
each attempts, but I could easily select another directory in the
Save Image dialog box (which remains open).  I was able to save the
image in the other directory without any problems.  What happens in
your case?  Does the Save Image dialog box disappear when you try to
save the image?

After I filed this report, I started to shut things down on my desktop 
and found a lost "Save" window that was still open.
