Eraser Tool behaves wrongly when toggling.

When you erase with the Eraser Tool and press the CTRL-Modifier to toggle to the Anti-Erase mode while the mousebutton is pressed down Gimp fails to apply the brush mask - it anti-erases a whole rectangle. If the mousebutton is released when you toggle everything is normal.
There may be a general problem related to the way the tools check the state of the modifier keys (Ctrl). See also bug #35489, which happens when you undo a previous action while Ctrl is pressed. I am not sure if both bugs are related (this one seems to have a different effect), but it is possible.
In GIMP-1.3 you can't toggle the tool mode while the mouse button is pressed. That's a feature since this can only hardly be implemented in a sane and reliable way.
What needs to be done to close this bug? Is it WONTFIX or can we add the same check to 1.2 easily (refuse to toggle tool mode while mouse-button is down)? Dave.
I vote for closing this report as WONTFIX but I haven't looked at the code in question (and I don't plan to do that).
Changed target milestone of several bugs to 2.0 - these are not features, and don't look to me like blockers for a pre-release, but they have to be addressed before 2.0. Dave.

On 1.3.23, I can't UNDO with CTRL-Z when using the eraser tool, since CTRL is 'sensed' as toggling between erase/unerase. In fact, UNDO seems pretty broken-- using the menu, I click undo once, nothing happens, then undo is grayed out. And I've "done" far more than one thing. Also, pressing CTRL changes the cursor to the color picker (?? eyedropper w/ black&white squares) (I'm not entirely sure whether to open a new bug since this one is on version 1.2.2 with a target of 1.2.6. But it's still NEW and isn't closed, so...)
I cannot reproduce any of the problems you reported for 1.3.23 but if you insist they are there, you should open a new report since what's handled here is completely unrelated.
