The LaTeX2e exporter uses the text hyphen instead of the mathemtical minus
sign. Should numbers be encoded as $ -0.34$ rather than \textsf{-0.34} ?

Certainly.

And the fine point: in non-US locales, we should produce something
like $-0{,}34$.

The same thing goes for numbers in formulae.

Oh, the locale information should of course be used (and currently
also is.)

The latex exporter has been changed to use math mode for cell formats
that are specifically numbers (according to the dell format dialog).
This mean sespecially that cells in GENERAL format are still formatted
as strings even if they contain numbers. It is up to the user to
select the correct number formats prior to exporting to LaTeX.
